Business Report: Rail Consolidation Work; Economic Study; DHS Workers On The Move

On this week's business report:

* Rail consolidation: The Carpenter St. underpass is complete and open.  Local elected officials making plans to go ahead with next phase or rail consolidation work at Ash, Laurel streets, with or without a state capital bill that would provide a big chunk ($70.8M) of long-term funding.

* Economic development study: Independent consultant will look at local job creation strategies in view of declining population and all but flat growth in Sangamon County property values last few years.

* DHS moves: Approximately 400 Department of Human Services employees completing the move to the refurbished Iles Park Place.
