Business Report: Sales Tax Revenue Falls; Ruler Foods Update; Selling Produce At The Mall

* Springfield sales taxes: Two year budget impasse, online sales and loss of series of national retailers all said to be factors in declining sales tax revenue -- down $375,000 March to August compared to same period of 2016.  But some spaces are filling in, budget settled; next few months should tell the tale, according to city.

* Ruler Foods: Has dropped plans for discount grocery on former Esquire site at MacArthur-South Grand; basically back to square one 14 years after theater closed.

* High speed produce: One of ways White Oaks Mall has tried to diversify is with a roadside produce stand at Veterans and Iles; owner Ben Schoonover says first summer decent, but hard to slow all those speeders on Veterans.
