When Pandemic Subsides, Phoenix May Reduce Water Flow To Trickle For Customers Who Don't Pay

Phoenix, Arizona, is having its hottest summer on record. Though the city maintains its moratorium on water shutoffs during the pandemic, it’s considering implementing a program that would impose water slowdowns for residents who are behind in paying their bills.
