Business Report: Alternative Energy Changes; Decline Of Vinegar Hill Mall; Schnuck's Change Of Heart

* Alternative energy rules: Illinois Commerce Commission looking at new rules to protect consumers who switch from Ameren/ComEd to alternative suppliers after complaints of misleading sales tactics; customers getting locked in to adjustable rates and much higher costs etc.; likely to take several months.

* Vinegar Hill Mall: Pawnshop all that's left in historic mall south of the Statehouse

* Caldwell Mansion; zoning hearing scheduled Thursday for conversion of historic mansion between Chatham and Springfield to a bed and breakfast and entertainment venue.

* Schnucks/Salvation Army: Supermarket chain will allow Salvation Army bell ringers after all for holidays; the company making exception to its no solicitation policy.
